+++ This bug was initially created as a clone of Bug #1773604 +++

Not a lot of changes since the 21.2 update, but might as well stay up to date. The 21.4 release in particular has some ArenaString alignment changes which are kind of interesting given the issues we encountered around that when taking the 21.2 update.

Protocol Buffers v21.3

• Add header search paths to Protobuf-C++.podspec (#10024)
• Fixed Visual Studio constinit errors (#10232)
• Fix #9947: make the ABI compatible between debug and non-debug builds (#10271)

Protocol Buffers v21.4

• Reduce the required alignment of ArenaString from 8 to 4 (#10298)
