Actual: Drop shadow is only active on hover.
Expected: Very light drop shadow is persistent
Reasoning:
These containers are not buttons like the tab pickup containers. A hover state indicates to users that the container is in some ways interactive, which in the case of the sync set up containers is not true.

Just noticed that the hover state is also present for error messaging. I'm assuming they both use the same container. Clarifying we want the hover state removed for error states as well.
