I start up Mozilla mail from my Quick Launch toolbar (mozilla -mail).  Briefly,
a Dial-Up Connection popup appears for me to type my PPP password.  However,
this window is straight away obscured by the Mozilla mail window.  If I was a
user who didn't know to look for the Connection popup on the taskbar, I'd be
stumped.

I think this is a major user-interface issue, as we're potentially confusing
less experienced users with this one.

Please don't mark this "Microsoft's problem" - IE exhibits the correct
behaviour.  I think we need to figure out how its done too.
