178353 - Cookie Manager: scrollbar frozen

The Cookie Manager dialog as sized by default will not scroll if there are
enough cookies to need a scrollbar. The text 'View and remove cookies that are
stored on your computer' is too long to fit across the window. When I resize the
dialog wide enough to let it fit everything works fine. When I make it even
narrower it even hides the scrollbar. Then the text in the controls displays
above the entire window but the text mentioned above gets hidden by the right
side of the window.

I am on redhat 7.3 using Fluxbox.

Confirmed in Phoenix Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.2b)
Gecko/20021104 Phoenix/0.4.  Looks like a Mozilla problem as also found in
current Mozilla nightly.  Tried with a couple of different window managers
including ratpoison, w9wm, and fvwm2 - can see problem in all of them.

Confirmed on Win95 (and W2K !): May be moved to "OS: All" !?

I agree with the initial report;
In my case, I only noticed it starting with v1.3a: the 'Stored Cookies'
scrollbar is there initially, but only the first 3/4 left are displayed.

I agree: the scroll bar issue is over there, even the text issue is in bug
128496 comment 24.
