After I remove this service pack from my workstation the problem went away. (go figure) When ever I came to a site, which caused a popup menu to appear I would have to click on the button about 20 - 40 times to make it go away. Example would be accessing a restricted web page and having to login via a popup. Here is a list of the other hotfixes that were on my system at the time also.
