QuickActions "Open Inspector" button is unnecessarily disabled/unclickable on internal pages

- Open a new tab. (Or visit any
about:page) - Focus the Firefox URL bar so that the dropdown appears.
ACTUAL RESULTS:
There are some buttons near the top, and the right most one is "Open Inspector" which is disabled for some reason.
EXPECTED RESULTS:
It should be enabled, or perhaps shouldn't be present.
Is there a reason we're disabling the button? I'm guessing that maybe it's founded on an assumption that users will only want to inspect actual web pages? But: the inspector works just fine on internal pages (you can open it with F12), and it's kind of cool to let users "lift the covers". Plus, sometimes it's useful to have the inspector up before you load a particular web page.
I could see a case to be made for hiding the button on Firefox-internal web pages; but if we're showing it, we might as well make it work.
