Works for me with 2002-11-09 on Linux.

Sheng, can you please try a newer build and see if this has been cured? Try the
latest build from:

http://ftp.mozilla.org/pub/phoenix/nightly/

Be sure to install the build into a clean directory (not overwriting an old
installation) and create a new profile (phoenix.exe -ProfileManager). Report
back what you find in http://bugzilla.mozilla.org/show_bug.cgi?id=178512 .

Hmmm, the problem goes away...it fixed itself? 
I don't know, but now the history section opens up nicely.

maybe you can close this for the moment, I will keep my eyes on it, and report
afurther.
