I've been trying to get JNLP launching via policy in bug 1779018, but we're running out of time and we discovered another issue that requires deeper changes.
So before we force 91 to 102 ESR, I'm going to put the custom JNLP code back.

ESR Uplift Approval Request
- If this is not a sec:{high,crit} bug, please state case for ESR consideration: This is an enterprise specific usecase around JNLP
- User impact if declined: JNLP files can't be launched
- Fix Landed on Version: All previous ESRs
