JavaScript Debugger starts and I am able to load and view all JavaScript modules
in the page I am browsing. I am able to set breakpoints but execution never stops
at a valid breakpoint.  I have inserted alert statements so I am sure I am passing
the breakpoint.  I am using Mosilla 1.1 GA.
Please try this with a current build.

IsEnabled was unimplemented on OS/2. This was causing the problem.

Fix for problem

This somehow didn't get checked in.

r=pedemont, sr=blizzard for platform specific code.

Without this fix, Javascript debugger doesn't work on OS/2.
