Update to tzdata2022b. tzdata2022c has also been published, but it only contains tooling fixes and will therefore be skipped by ICU.

Sorry, we're unfortunately out of Beta builds for Fx104 this cycle and are getting ready to release fx104 next week. Given that this is about to land on central and 105 moves to Beta on Monday, I think we can let this ride the fx105 train which has a release date of 9-20-22. If we need it sooner to accommodate Chile's changes , we can consider it for a dot release currently scheduled for Sep 6.
