Clicking a dropdown opens the dropdown and immediately closes it again

Steps to reproduce:
This issue manifests on Mac OS Monterey 12.5.1
When one clicks on a standard <select> element to open it, it will open but then immediately close again, unless you keep the mouse perfectly still while it opens.
Two example sites are: https://www.safewingatepark.co.za and https://dearsouthafrica.co.za/health-act-amendment/
Click on a drop-down and move the mouse while it opens.
Actual results:
The drop-down opens, but then immediately closes again.
Expected results:
The drop-down should remain open after clicking on it, even if I don't keep the mouse perfectly still.

I can't manage to reproduce the issue on my end.
Could you please try if the issue occurs in safe mode. Here is a link that can help you do that:

I'm getting the same behavior when in troubleshoot mode.
I made videos of the issue on both of the example sites.

Managed to reproduce the issue on macOS 11.6.
The issue is not reproducible on Windows 10 x64 or on Ubuntu 20.04 x64.
