Details

Proxy Configuration Dialog doesn't store value in all.js but somewhere else. It actually remembers what you enter (Manual Configuration of Proxy) but doesn't use the values specified. It uses some of the fields in all.js but not all.

Actually now that I read this I do not think it is a bug. Prefs are not stored in all.js. They are stored in prefs.js. All.js is the default pref store. There might be a bug in that the values are not being used.
