User story
As a product manager, I want to remind the user to syncing their mobile device, so that they can get the benefit of picking up their tabs across devices

User have not set up tab pick up (FxA and sync)

24hr must have passed since they last saw the firefox view callout

Callout messaging surface attached to the Tab Pickup content

I have verified this enhancement using the requirements and the target from the Description and I can confirm that the "Tab Pickup" callout from the Continuous Onboarding is successfully displayed on the Firefox view page.
Verified using the latest Firefox Nightly (106.0a1 Build ID - 20220911214030) installed on Windows 10 x64, macOS 11.6.5, and Linux Mint 20.2 x64.

This got turned off in bug 1821826 and to be cleaned up in bug 1828508.
