Scope of this bug is to turn on MR new user onboarding in Fx106 by default and fix respective tests

Few dependencies that will be good to resolve before turning on new MR onboarding by default:
- final illustrations assets - we should have this by Thursday EOD. The current ones are quite rough, and I think it would be good if we pref’d onboarding on after we have the finals.
- Firefox View being pref’d on - Without the feature being pref’d, we can’t open it in its standard “pinned” spot

I have verified this task and I can confirm the MR new user Onboarding is turned on by default.
Verified using the latest Firefox Nightly (106.0a1 Build ID - 20220901095452) installed on Windows 10 x64, macOS 11.6.5, and Linux Mint 20.2 x64.
