1787 - float widths are being resized based on content

Float widths are being resized based on their content.  This shouldn't happen.
It used to work.  The current bug started sometime between the build of 11-17
and the build of 11-24.  (This may have been the same time you killed height on
floats - see bug 1758, but I'm not sure.)

I confirmed this is fixed and removed the test (so as not to clutter my directories up too much).
