existing (gecko provided) hover states.
This is a follow-up ticket to the original hover states enhancement.
We decided not to use Gecko hover states UI, as there is no way for us to make them visually consistent with focused states that will look like.
So we'll go for the "as per design" UI for hover states. Figma File
Marking this as resolved since Bug 1780585 visually updated the hover state tooltips as well.
