Seen on classic theme only,  Mac os 10.2.1: (netscape branch build:
2002-11-05-05-1.0)

1. Launch the above build.
2. Change to classic theme by selecting View > Apply Theme...
3. Go to Preferences dialog: select Appearance > Themes 
4. Click on "Get New Themes"
5. Choose "Toy Factory" by clciking on "Import Theme".
6. After installation is done, click "OK" button.
7. Change back to classic them again by selecting View > Apply Theme..
8. Go to Preference dialog: select Appearacne > Themes
9. Click on "Uninstall Toy Factory 7.0" button.
10."Get New Theme" in preferences dialog is gone.

I believe this is fixed by bug 149448
