We can move the background image from bug 1781528 into something like ::after so it's displayed inline and gets centered with the other text. Responsive layout has a minimum button width while larger screens don't, so both should be able to use it as inline instead of positioned at the end.

Not critical for 106 as most users won't be in responsive and the button is still functional

I‘ve verified this task using the latest Firefox Nightly 107.0a1 (Build ID: 20220927213841) on Windows 10 x64, macOS 12.5.1, and Linux Mint 20.2 x64.
- The secondary button arrow gets centered with the other text when the new/existing users' Onboarding screens are in the responsive mode.
