[news filters] news filters are sharing the same log file
just as the rules file are separate for each newsgroup, so should the log file.

OK Using dec19 commercial trunk: linux rh8.0, win98, mac OS 10.2
Filter logs use separate html file for each newsgroup, i.e.
<profile>/blah.slt/News/host-news.mozilla.org/netscape.test.htm
