Firefox 106.0a1 and 105.0b3 on Windows 8.1

After I have used Nightly with quick actions like 'View bookmarks' enabled, keyboard navigation to history is still percerived as cumbersome and quick actions as an obstacle.

Workflow in the past: Type one or two characters and one or two down arrow keypresses to get the selected url.

Now it's one more down key press for each suggested quick action + for the help key.

Could the quick actions be moved to the end of the list? This way they would be available when the url bar gets focus but not interfere with navigation to history suggestions.
