Post Bug 1781929, launching Firefox to respond to a privileged Toast Notification will open the browser correctly. But launching by clicking an action button does not correctly focus the browser. This is a Windows Toast Notification weirdness; hopefully we can work around it by manually focusing in the command line handler itself.
