Details

The use of SEC_ASN1Decode and SECASN1DecodeItem should be examined in cmd to see
if we can use the quick decoder instead.

It seems to me that this bug is quite an undertaking that in itself might be
broken down into other bugs. cmd contains many tools. It's likely that the test
suite isn't exercising all the tools currently. So we would need to add new
tests to ensure that all the tools are still working correctly after the
optimizations are done.
