If you start composing an email, and then configure OpenPGP, the "Encrypt" toolbar button stays disabled

Steps to reproduce:
- With a completely fresh Thunderbird install, with a configured account but no E2EE configuration
- Press the button to compose an email
- The "Encrypt" toolbar button is disabled
- Keep the compose window open
- Go to Account settings, and generate an OpenPGP key
- Go back to the compose window you opened earlier
Actual results:
The "Encrypt" toolbar button is disabled.
Expected results:
Once the OpenPGP key was generated and configured, the "Encrypt" toolbar button should be enabled, and the other related buttons and menus should become visible. The workaround is to close the window, and open it up again.
