Steps to Reproduce

  1. Have multiple tabs open, with one of them focused.
  2. Click the Firefox View icon.
  3. Hit Ctrl+Shift+PageUp.

Expected Behavior

You end up either on the tab next to the Firefox View icon, or on the tab next to the tab that was focused before opening Firefox View.

Actual Behavior

A seemingly random tab gets focused.

I think this issue is probably the same one as bug 1787979, just with different keyboard shortcut combo for Windows vs Ctrl-Tab (works on Mac).
