When I apply a theme to Mozilla it gives me the pop up that changes will not
take affect until browser restarts.

When I restart the browser the change is not made, and the theme is removed from
my list of themes

Reproducible: Always

Steps to Reproduce:
1.click on view
2.apply theme 
3.click on theme you want to apply
4.close browser and reopen

Actual Results:  

theme does not apply but is removed from available list

Expected Results:  
should have applied new theme

Have you installed a Theme for Mozilla 1.2b ?
(which Theme Do you tried ?)

You can't use a 1.1 Theme for 1.2b
