+++ This bug was initially created as a clone of Bug #1615098 +++

Steps to reproduce:

-seems to happen on its own after some time
-couldn't find a specific way to reproduce but I dont have to wait for long
-if I detach a tab in its own specific window, then everything is working in this window while the problem remains in the previous window
-may need a second monitor ?

Actual results:

-Hovering on items with the mouse seems to have no effect, the cursor won't change icon depending on the page element that is hovering (e.g. link, or text field), and elements won't highlight (for example when hovering over tabs).
-mouse doesn't highlight the selection until mouse release
-same with scroll bar
-If I restart the browser everything goes back to normal
-if I open a new window, the issue will go away

Expected results:

Nothing of the above mentioned should happen.
