Actual results:
I attached a video.
This is a glitch that has happened in the StackOverflow website for a while.
It happens on the sidebar on the left.
I'm on linux/developer-edition/amd-gpu
As you can see if I scroll the website a bit the glitch disappears as well.
I can reproduce this by switching to a website and then switching back to StackOverflow.
It seems parts of the previous website get stuck/rendered in that sidebar.

The Bugbug bot thinks this bug should belong to the 'Core::Audio/Video: Playback' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Looks like a rendering or layout issue.

Could you use https://mozilla.github.io/mozregression/ to determine what caused this to start happening?
I wouldn't know where to start with mozregression.
But I made some testing on the site.
I disabled/enabled css properties until I was able to stop the glitching.
In the file I attached you can see 3 properties that when disabled, stop the glitch.
Whenever I enable any of those, it happens again.
Mind you, reproducing the glitch takes several tries at various scrolltop levels.
But I can usually make it happen at 3-5 tries.
Hope it helps!

Please try this, you will get a pushlog URL at the end:
$ pip3 install -U mozregression
$ ~/.local/bin/mozregression --good 102 --bad 105 -a https://stackoverflow.com/questions/10744299/scroll-back-to-the-top-of-scrollable-div -a https://example.com
