- you need to be opted into the background blur feature (mozilla graphics and media accounts)
- starts a meet browser session by yourself
- choose the enhanced visual effects option
- choose the custom video background button
- select a good mp4 for testing. For example -

result: You may notice a brief black frame or stutter at the video loop point.

Note this is incredibly subtle. I'm testing on a five year old laptop and I barely see it.

Quick update, by my investigation so far, I think this is a racing issue between "uploading the texture" and "media element's ready state update". The root cause is this part, (spec here) and I already confirm that the issue (black frame) would be fixed if I remove this part (but that is not a solution, I just want to make sure where the problem is)
Implementing bug 1262276 would help, and I am also considering if there is other quick fix we can do for this issue.

I can confirm that my patches in bug 1262276 can fix this issue. I played looping video as background around ~100 times and didn't see any black frame.
