Steps to Reproduce
- Go to about:welcome
- Continue to the import step
- Click "Import from other browsers"
- Press Esc or click Cancel
Expected Behavior
The modal closes and the step behind it is still visible.
Actual Behavior
The modal closes but the step behind it fades out and I, a hapless new user, have no idea how to get back to it after I accidentally pressed Esc.

After waiting for the migration wizard to close, return before
navigation if the wizard closed because the user canceled migration.

This is expected behavior with existing import dialog. NI @Ania to help triage the bug thanks
This is expected behavior, and changing it introduces a risk of more users not progressing to the next step.
Additionally, there's an existing project to transition import wizard from system modal to an in-content experience (where this corner case will seize to exist). So changing this behavior short-term is not a justified investment.
