Steps to reproduce

1. Go to about:networking and using the keyboard try to reach the left section (HTTP, Sockets, DNS, etc.)

Expected result
The user can access the left section items using the keyboard only.

Actual result
The left section cannot be reached using the keyboard.

Regression range
Not a regression.

The same issue where items on the left side are not reachable using the keyboard can also be reproduced on other about pages such as about:glean, about:telemetry, and about:inference. I tested this using Nightly 139.0a1 on Windows 10.
