STR:
1.) Update Nightly
2.) Open new Window
3.) Open the Firefox-View Tab
4.) Notice that Explanation Modal is too see
5.) Hover over the section collapse button
Actual: Hover button is very small
Expected: Hover button should be larger, like when Explanation Modal is not there

I have verified this issue using the latest Firefox Beta 106.0b3 (Build ID: 20220922185808) on Windows 10x64, macOS 12.3.1 and LinuxMint 20.2 x64 and I can confirm the following:
- The expand/collapse buttons from the Firefox View page remain at the same size when the callout messages are displayed or dismissed.
Status: RESOLVED → VERIFIED
