1790782 - firefox-android: Create Releng staging repo

Now that the Android monorepo[1] is public, we can create a fork and spin staging releases off of it. I started to do so[2]. It's now a matter of enabling Taskcluster and granting it the right scopes.

I created the staging fork[1], installed the Taskcluster app[2], and provided the minimal set of scopes. Let's get the full set of scopes defined in bug 1786780 and bug 1786777. Closing ticket.
