Select folder which has not been previously opened and email selected.
So Message List is displayed but the 'Message Pane' is empty.
It is important that the Message Pane is empty - no email has been selected. -
Hover mouse over top edge of Message Pane - and the splitter shows a thicker line.

The cursor changes to a double headed arrow.

Left click and hold down to select and try to drag.
Actual Results:
- Does not drag.
Expected results:
- When thicker line appears this means I have focus on the splitter so selecting will facilitate moving. Top edge will drag either up or down.
This is rather confusing.
Note:
If you hover over splitter to get thicker line and move a fraction upwards so thicker line just disappears and then Left click and hold down, you can now drag the Message Pane.
TEST with email selected.
- Select an email in Message List so it displays in Message Pane.
- Hover mouse over top edge of Message Pane - above the header area and the splitter DOES NOT show a thicker line. It never shows a thicker line.
- The cursor changes to a double headed arrow.
- Left click and hold down to select and try to drag.
Actual Results:
- You can drag the Message Pane to a suitable height.
Whilst this is good and it works, it is not entirely what I expected.
Expected REsults:
- Hover mouse over top edge of Message Pane - above the header area and the splitter WILL show a thicker line.
- Left click on the THICKER line will mean I can left click and hold down to grab top edge and move up or down.
In both cases I would expect:
Hover over top edge should get thicker line on splitter to help people know they have focus.
When you left click on thicker line you should be able to grab it.
Improved in 102.15.1 and beta 123.0b5.
Updates obviously sorted this one so that you can hover over top edge of Message Pane to get a change in mouse pointer to double headed arrow, then left click hold down and you can easily drag splitter up and down.
However, I should add that in both of these versions the splitter does not become thicker when you hover over - you just get the change in in mouse pointer to double headed arrow. It would be helpful to see a thicker splitter when in position. So I would not say it is completely fixed.
There are many people who would benefit from seeing the splitter become much thicker when in correct position.
If you drag Message Pane to bottom, so it has closed, then hover over bottom edge you see a thicker blue splitter so you know position to grab, but as soon as you start to raise the Message Pane that thicker blue disappears.
Typically - drag Folder Pane to left to close. Hover over far left edge and you will get a thicker blue line which helps user to know they are in correct position and have located the splitter. But it also disappears if you want to move Folder Pane to left or right.
The splitters are not obvious when you hover over them unless the pane is totally collapsed.

I've previously noticed the splitter behavior of a totally collapsed message pane - a nice feature (alternative to F8), but not discoverable.
I'm not sure the thicker/changed splitter behavior will return - it seems old school.

Sorry but we're not changing this.
The splitter has a consistent 6px thickness area and so far we haven't received any report of difficulty in using it.
Adding a thicker line on mouse hover is basically just another visual indication on top of the already available mouse cursor change.
Also, a visual feedback of what you're dragging is already present as you're dragging the splitter and the panels resize. A thick blue line seems just an extra visual clutter that it's not needed.
We only show the thick blue line when the resizable panel is collapsed to indicate that a new element will become visible if the splitter is dragged.
Splitters can be easily styled via CSS so themes and add-ons can modify their behaviour easily, but what we currently have is the default we want to offer.
