Details

I have "Reject pop-up windows" turned on, and I also have "Open unrequested
windows", "Move or resize existing windows", and "Raise or lower windows" turned
off in the Scripts and Plugins pane.

This problem is repeatable. If I go to nytimes.com, log in (to the site), log
out (from the site), and then go back to the nytimes.com homepage, I get a popup.
