- Add a new integer pref
ui.useAccessibilityTheme
and set to 1 - Open the browser console (accel+alt+shift+i)
- Enter
Cc["@mozilla.org/browser/browserglue;1"].getService().wrappedJSObject._showUpgradeDialog();
and hit enter.
Expected
Browser content should still be visible underneath the dialog, with a 50% opaque dark gray overlay.
Actual
Browser content is totally obscured by a 100% opaque white background.

Fix a bug where a rule for about:welcome was causing the background for
the multistage spotlight dialog to be white in HCM.

I‘ve verified this issue using the latest Firefox Nightly 106.0a1 de build (Build ID: 20220918214503) on Windows 10 x64, macOS 12.5.1, and Linux Mint 20.2 x64.
- The Onboarding spotlight overlay is transparent in HCM, and the new tabs elements are visible.
