Steps to Reproduce

1. Navigated to the “about:config” page
2. Searched for the browser.firefox-view.feature-tour preference, and set it to the following value: {“message”:”FIREFOX_VIEW_FEATURE_TOUR”,”screen”:”FEATURE_CALLOUT_1″,”complete”:false}
3. Entered about:firefoxview

Expected Behavior

A callout message with "Next" button should appear

Actual Behavior

No callout messages were shown.
