follow foxfooding step "Desktop Onboarding Callout" > "Testing Steps: Desktop" > "Step 2"

Expected Behavior

next button shows in callout

Actual Behavior

no next button in callout

NI @vtay on expected behavior here, should tour always have precedence over continuous onboarding thanks

In release...Tour should always have precedence over continuous on boarding
Tour - first time user enters FirefoxView
Continuous on boarding - (at least) 3rd & 4th time

Desktop Onboarding Callout should be shown only when user enters firefoxview 3rd and 4th time and need not complete feature tour before that. The behavior reported in bug is expected and safe to mark WORKSFORME
