Steps to reproduce:

Previous versions allowed a recurring event like a birthday. I would set the birthday as the start date and change the end date upon decease. All Day event, Repeat annual, Reminder.

Actual results:

Item was repeated every day since Start Date.

Expected results:

Reminder on the annual date.

This sound like you are setting up a multi-year event which repeats annual. Start and end date have always to be those of a single event occurrence. The end date of the recurrence has to be customized together with repeating annual. This is how it always worked.
