1791721 - Create a dedicated interface for read write (input output) streams

NS_NewLocalInputFileStream returns nsIInputStream
NS_NewLocalOutputFileStream returns nsIOutputStream
NS_NewLocalStream returns nsIFileStream (note the File substring)

We should fix the last one to return nsIInputOutputStream.

Also, we are going to add IPC serialization support for read write (input output) streams, so it would be better to have a dedicated interface for it (instead of using nsISupports or nsIFileStream which is file specific).
