1791748 - trigger android-components nightly when bumping the major GV version

Per ryanvm:

It would be nice if a Nightly AC release was auto-triggered when the GV major version number changes.

Normally A-C nightlies run at 14:30 and 19:00 UTC, but on merge day it'd be useful to have them triggered as soon as the GV version bump lands, to expedite getting the new version into applications.
