179199 - Remove/change text at top of advanced bug entry form

There's a b.m.o. customisation to add text at the top of the advanced entry
form, making sure people don't file Netscape 6/7 bugs, and adding some
motherhood about good bug reporting.

Now that we are forcing new users to use the guided form, this can probably be
removed or shortened a lot - it just clutters the page for those who know what
they are doing.

The links in the second paragraph about good bug reporting are still used by 
some people (me, for one).  How about ditching the first paragraph and moving 
the second after the main form?

At the very least, we should retain a link to the guided entry form, because 
otherwise it's a pain to get to.

Gerv- Yes, that sounds good, plus I'm going to rewrite the second one as follows
and put it where "This bug lets you enter a new bug into Bugzilla." is now to
save vertical real estate:

"Consider using the Bugzilla Helper instead of this form. Before reporting a
bug, make sure you've read our bug writing guidelines, consulted our list of
frequently reported bugs, and searched for existing reports of the problem to
make sure it hasn't already been reported."
