Steps to reproduce

Launch Firefox and open the pdf form http://foersom.com/net/HowTo/data/OoPdfFormExample.pdf
-
Use Tab keyboard to focus any checkbox
-
Press the Enter keyboard
Expected result
- The focused checkbox can be checked/unchecked when using the Enter keyboard.
Actual result
- Nothing happens when trying to check/uncheck the focused checkbox using the Enter keyboard.
Regression range
- Not a recent regression because this is traceable back to Nightly 86.0a1.
Additional notes
- The checkboxes can be checked/unchecked using the space bar.
In Google Chrome the checkboxes can be checked/unchecked using both the space bar and Enter keyboard.

Same issue is noticeable in this pdf form http://foersom.com/net/HowTo/data/OoPdfFormExample.pdf when trying to open the dropdown by using keyboards. The dropdown can be opened using Space, but not Enter key.
In Google Chrome the dropdown can be opened using both Space and Enter keys.
This was checked on Firefox 110.0b2.

I can confirm that it works as reported in Chrome and in Acrobat.
I don't really know what to think about this "bug"...
I'd tend to think that the usual Firefox keyboard shortcuts should apply even in the pdf case because it could be disturbing for the users to be able to check an input with Enter in a pdf but not when they're in normal html form.
So in order to be consistent I'd say that it isn't a bug, but I can be wrong... please reopen if someone disagrees with a good rationale.

I agree with your assessment -- In the past we've had trouble standardising "enter" behaviour because it also differs across platforms -- on MacOS hitting enter will always act on the "default" action present in a dialog, even if it isn't the focused one. I don't think this is true on Windows.
