Details

When the main menu bar is enabled and the cursor touches a a main menu item, its background color is changed even when no menu is open. This is not consistent with usual Gtk menu behaviour, where the menu text should only be highlighted when the corresponding menu is open.

This does not happen with the system theme.

So it is ony the question if the non-native themes should behave in a different way than the system UI.

Hi Alex, what Theme are you using on what Linux system ? are you using Ubuntu ? I tried to reproduce this issue with a Layan-Dark GTK theme but the background color of the menu options are not changed unless I hover over them. Can you help us with more information ?

The Gtk-Theme is Clearlooks-Phenix (a light scheme, which might be part of the problem) on Debian stable.
The Firefox Theme is the builtin dark theme (explicitely chosen), and not the automatic theme, which might use a dark Gtk-Theme when using darkmode.

Changing the component for it, I think Theme is a more suitable component for it, please feel free to change it back if its not the correct one. We dont have a Debian system but maybe one of our developers can pick this up and might be able to reproduce the issue on their end.
