I have verified this enhancement using the treeherder Nightly build 107.0a1 (Build ID: 20220928004157) on Windows 10x64, macOS 11.6.6 and Linux Mint 20.2x64.

• The Firefox View CFR is triggered by having a profile age of at least 2 days and 3 tabs closed.

Beta/Release Uplift Approval Request

• User impact if declined: Users may see the CFR message too soon after creating a profile, which may feel overwhelming combined with regular onboarding messaging.
• Is this code covered by automated tests?: No
• Has the fix been verified in Nightly?: Yes
• Needs manual test from QE?: Yes
• If yes, steps to reproduce: Repeat the following steps with a new profile. If the profile is less than 2 days old, you should NOT see the CFR message. Create a new profile that's at least 2 days old and you SHOULD see the CFR message.

• In about:config, ensure the pref browser.firefox-view.view-count is set to 0
• Open 4 tabs in the browser
• Close the 3 tabs
• In the last tab, you should see the Firefox View CFR message appear if the profile is at least 2 days old. It should be anchored to the Firefox View Icon in the top left.

• Risk to taking this patch: Low
• Why is the change risky/not risky? (and alternatives if risky): This patch updates the targeting for a message and any issues would likely result in fewer people seeing the message.
