Based on reduced testcase probably same root cause as bug 1806281.

This currently affects an online card game site called Replay Poker. The SVG playing cards are blurred due to a combination of perspective, scaling and border radius, with the regression window pointing to Bug 1764875.

If you post a testcase or a link to a testcase that would ensure that it does get fixed when this bug gets fixed (potentially it could be hitting a slightly different issue)

FWIW, there is an improvement in behaviour on the attached reduced testcase.
The testcase is blurred when you open it, but if you pinch-zoom on the testcase, it unblurrs/becomes sharp.

Bisection points to:
Bug 1859100 - Correctly track whether any ancestor spatial node is zooming. r=gw

Edit: Surprisingly, the above fix works only for the reduced attached testcase (https://bugzilla.mozilla.org/attachment.cgi?id=9336386), but does not work for the linked testcase (https://bug1639729.bmoattachments.org/attachment.cgi?id=9150622).
