[Affected versions]:

• Firefox Release 105.0.1 - Build ID: 20220922151854

[Affected Platforms]:

• Windows 10
• macOS 12.5.1
• Ubuntu 22.04

[Prerequisites]:

• Have a clean new Firefox profile.
• Be enrolled in the PBnewtab VPN Cross Promo experiment.

[Steps to reproduce]:

1. Open the Browser with the profile from prerequisites.
2. Open a New Private Window.
3. Dismiss the Focus Promo.
4. Open a New Private Window and observe the page.

[Expected result]:

• The VPN promo is displayed.

[Actual result]:

• No message is displayed.

[Notes]:

• The VPN Promo is displayed on the 2nd new tab opened after dismissing the Focus Promo.
• The issue is reproducible on both variants.
• Attached a screen recording of the issue.
