1792694 - Set up ESLint for progressive enabling of no-unused-vars and no-undef rules on dom/

The first part of bug 1792693 is to set up the ESLint configuration to make it easier to enable only no-unused-vars/no-undef on the individual directories. There's also a little bit of changes to start fixing some of the more major quantities of issues.

As part of this, I'm also fixing failures and enabling the rules on few areas, as there were only a few failures on them - fetch, messagechannel/, midi/, network/, xml/, xul/.
