If I don't respond to password dialog immediately when I have multiple mailboxes, I get multiple password dialogs that I can't tell what to respond to

Steps to reproduce:

On MacOS 12.6:

  1. Previously set up 4 mailboxes in Thunderbird. Do not use password manager to remember any of the passwords.
  2. Quit Thunderbird.
  3. Launch Thunderbird 102.3.1.
  4. Switch to Firefox and surf the web.
  5. Wait several minutes.
  6. Keep waiting several more minutes.

Actual results:

  1. A dialog box pops up for some of the accounts. Which accounts this pops up for may vary from one launch to another. (You may have to move the visible dialog box to see the ones behind it.)
  2. A duplicate dialog box pops up for an account I already have a dialog box for. (You may have to move the visible dialog box to see the ones behind it.)

Ultimately, I have a forest of password dialog boxes. I have to play "find the currently active dialog box" to interact with them.

Expected results:

Only one dialog box would open up at a time. No other dialog boxes pop up until I have responded in some way to the first dialog box.

It appears that the most recent dialog box goes on top, so if I am only interacting with Thunderbird, this is not an issue. The usability issue happens if I am launching Thunderbird then switching to another app to do other work with the intent of coming back to Thunderbird later. What happens is that I am working in the other app and Thunderbird is throwing a modal dialog on top of that other app. I'm not yet ready to respond to Thunderbird as I'm concentrating on my work in the other app and don't want to increase my cognitive load by switching focus to password entry, so I move the dialog out of the way, only to see another model dialog which I also have to move out of the way and so on until all the modal dialogs are out of the way. Then, when I've finished what I'm doing in the other app and am ready to return my focus to Thunderbird, I can't easily tell which is the active modal dialog, especially if I've piled them on top of each other in order to reduce the amount of screen real estate that they are obscuring.

Further, as time goes on, Thunderbird keeps throwing up more modal dialogs, which keeps interrupting my work in the other app. If Thunderbird asks me to do something, I expect it to patiently wait until I'm ready to give it my attention.

I think this has been fix in bug 1786920, but I need to fix the conflicts and uplift it to esr102.
