This is proably a regression from bug 171480, although its not a bmo-regression since RT is new. The table for the 'none' section is always showing up in the request queue. The above url link shows this happening with product/component (which should never be empty), although it happens in all cases I could find, as long as at least one request in total was found. The table should only be printed if there are going to be entries for it.
