Steps to reproduce:

Access Google in a Private Window (non-private windows are not affected) using an IP from a country requiring explicit cookie consent.

Actual results:

The cookie-consent overlay never appears.

Expected results:

Mozregression points to Bug 1791856, however this affects Windows as well. Running a bisection in Windows leads to the same result.

That regression range has to be wrong. I think this is intentional, see bug 1790100.
